This idea I had for a story...

So I had this awesome idea for a story set in the future, with the whole typical "civilization being controlled by a certain group" idea. The problem is, I realized it's a lot like the Hunger Games..
I don't have the whole plot figured out. What I do have is that the main character's going to be this 17/18 year old girl who's in training to become a law enforcer (not quite sure how they're going to work, but they basically own the rest of the society and they're the only ones who have it good). She's really talented, but her family's poor. Then somehow they lose their source of income or their house burns down or one of her parents dies or something, and to support the rest of her family she starts stealing (still in training at the academy).
She eventually gets caught and gets a warning and a beating or something. She keeps stealing, and gets caught again. This time she's in jail for a while, but when she gets out her family's even worse off and she starts stealing again. The third time she gets caught, she's in huge trouble because, well, it's the third time, and also she's stealing from someone important, like the brother-in-law of the law enforcers' captain or something, I dunno.
So she gets her hands burned off.
Kind of a drastic punishment for stealing. She's naturally traumatized, but she keeps trying to support her family and is still in training at the academy. She hates the law enforcers because of what they did to her, and starts to really question their system of government, and more uniquely, to question whether it's as undefeatable as they say.
Long story short, she somehow becomes a vital component of a rebellion; either she starts it, or she joins it and becomes a sort of symbol of it, or she becomes its leader. Or something, not really sure.
So yeah, kind of flimsy at this point, but what do you think?
